Cost of a Utility and Washing Area Fit-Out in a New Town Flat

If you have moved into a new flat in New Town anywhere from Action Area I to the newer towers going up past Eco Park, you already know the utility and washing area is the room the builder forgot about. It is usually a slab of exposed concrete somewhere off the kitchen, maybe 3 feet by 5 feet, with a single tap sticking out of the wall and a floor drain that may or may not actually slope the right way. Everyone asks us the same question once the excitement of possession wears off: what does it actually cost to turn that into a space that works, and why do quotes from three different contractors come back so far apart.

This piece is our honest answer, built from 330+ buildings we have delivered across New Town and Salt Lake since 2014, most of which had exactly this kind of utility area needing a real fit-out rather than a patch job. We will walk through what drives the cost up or down, what New Town's climate and building stock actually demand from this space, how the timeline plays out, and where owners commonly overspend or underspend without realizing it until the monsoon hits.

Before we get into numbers, it helps to be clear about what we mean by "fit-out" here, because a lot of owners conflate a washing area upgrade with a full bathroom design job, and the two are related but not identical in scope, materials, or budget.

Waterproofing Specification and Storage Layout Are Where Most Quotes Fall Apart

The waterproofing line item is where we see the biggest gap between a cheap quote and a quote that actually protects your flat, and this is a conversation almost nobody has with owners until we bring it up ourselves, because most contractors write "waterproofing" as a single line on the estimate without specifying what that actually means, and in a utility area that gap matters more than almost anywhere else in the flat, since this room sits directly above someone's living room or bedroom ceiling in most New Town towers and a washing machine cycles hundreds of liters of water through it every week. What we specify on every job is a two-coat brush-applied polymer-modified cementitious waterproofing compound taken up the walls to a height of at least 300mm, and in the corner where the washing machine sits and the drain outlet is, we take it up to 450mm because that corner takes the most standing water and the most vibration from the machine, and this alone runs somewhere between 45 and 65 rupees per square foot depending on the brand, so for a typical 15 to 20 square foot utility floor with the wall coving included you are looking at roughly 3,500 to 6,000 rupees just for the waterproofing compound and labor, before a single tile goes down.

The part that actually causes leaks two years later is not the compound itself but the flood test, and this is the step we watch contractors skip more than any other single step in this fit-out, because a flood test means plugging the drain, filling the room with an inch or two of water, and leaving it there for 24 to 48 hours to see if any dampness shows up on the ceiling below before you commit to tiling over the waterproofing layer. Skipping this test saves a contractor a day and a half of schedule, and it is basically the single most common reason we get called into a New Town flat eighteen months after possession to fix a ceiling stain in the flat below, or in ground-floor and lower-tier units, standing dampness at the base of a wall that nobody can explain until you break a tile and find the membrane was never actually continuous in the first place. We do not hand a utility area over to the tiler until the flood test has passed clean, and if it does not pass, we would rather eat the delay and redo a section of the compound than sign off on work that fails in year two, because at the end of the day the cost of redoing waterproofing after tiling is roughly four to five times what it costs to get it right the first time, once you count the broken tiles, the new tiles, and the labor to do it twice.

Slope and drain placement is the other half of the waterproofing question, and it is one that a flat quote almost never itemizes even though it changes the actual performance of the room more than the brand of compound you use. The floor needs a screed laid at a gradient of roughly 1 in 100 toward the drain, and in most builder-handed-over New Town units the existing screed either has no real slope at all or slopes toward the wrong corner because the drain position got moved during the original construction without anyone correcting the floor beneath it, so we end up breaking out and relaying the screed on close to half the jobs we take on in this category, which adds somewhere around 2,500 to 4,000 rupees to the estimate but is the difference between a floor that dries within an hour after use and a floor that holds a thin film of standing water permanently, which is exactly the condition that breeds the musty smell owners complain about within the first monsoon.

On the storage and counter side, this is the sub-angle owners almost never budget for until they are three weeks into using the finished space and realize there is nowhere to put detergent, a mop, or a drying rack, and it is worth planning deliberately rather than as an afterthought, because a utility area without a counter above the washing machine wastes the single most useful surface in the room, and a wall-mounted granite or quartz counter cut to sit above a top-loading machine, with a cutout for plumbing access below, typically adds 3,500 to 5,500 rupees depending on the material and the span, but it gives you a place to fold laundry, stage cleaning supplies, and keep a small basin without ever touching the floor. We generally pair this with a shallow overhead shelf, either open MDF with a waterproof laminate finish or a simple SS bracket-and-plank arrangement for owners who want something that will genuinely survive humidity without swelling at the edges, and that shelf runs another 2,000 to 3,500 rupees but solves the clutter problem that otherwise turns every utility area into a dumping ground for buckets, brooms, and half-empty detergent boxes within six months of moving in.

The last piece worth naming honestly is that none of this shows up as a visible line item on a builder's original handover, and it should not surprise anyone that it does not, because the utility area is rarely a space builders design for beyond the bare plumbing code minimum, so the waterproofing depth, the slope correction, and the storage planning are all decisions an owner has to actively ask for rather than assume are already handled. We tell every client the same thing at the start of this conversation, which is that the visible tile and the fittings are maybe forty percent of what you are actually paying for in a proper utility area fit-out, and the other sixty percent is buried in the membrane, the screed, and the drainage gradient that nobody sees again once the tile goes down, and the only way to know that sixty percent was done right is either to watch it happen or to work with a studio that will not hand the space over without a flood test passing first. That is basically the whole argument for treating this small room with the same seriousness as any other part of the flat, because the cost of getting it wrong is not measured in the utility area itself, it shows up two floors down, in a ceiling, in a wall, in a smell that will not go away, and by the time it is visible the fix costs several times what the right sequence would have cost at the start.

What Nobody Tells You About the Plumbing Layout Before the Tiler Shows Up

Here is the part that costs owners the most money without them ever seeing it on a quote, and it is the plumbing layout sitting underneath that slab of exposed concrete, because in almost every New Town possession we have opened up, the builder has given you exactly one tap and one floor drain and expected that to serve a washing machine, a geyser point, sometimes an RO unit waste line, and a utensil wash area all at once, and it simply does not work that way once you actually try to fit appliances into a 3x5 or 4x6 space.

The honest starting point is to sit down before any tiling begins and map out where every water-using fixture actually goes, because a front-load washing machine needs its own dedicated inlet and a trapped outlet at a specific height so the drain hose sits correctly, a geyser needs a point that is nowhere near the washing machine's electrical socket for obvious safety reasons, and if you are running an RO unit's waste line into this room rather than the kitchen, that is a separate connection entirely that most contractors forget to price until it is halfway done. We typically end up rerouting between two and four additional plumbing points in a New Town utility area, and each point, once you count the pipe, the fittings, the wall chasing and the re-plastering, runs somewhere between 1,800 and 3,500 rupees depending on how far the point sits from the main riser.

The catch here is that this work has to happen before the waterproofing and tiling stage, not after, because chasing a wall for a new pipe run once the tile is down means breaking finished work to get to it, and we have walked into more than a few New Town flats where a previous contractor tiled first and left the owner to either live with a badly placed washing machine or pay to redo the floor entirely. So our sequence on every one of these jobs is plumbing layout finalized and marked on the floor and wall first, then the civil work for waterproofing happens around those marked points, and only then does the tiler start, and this single ordering decision is probably the single biggest cost-saver we can point to in this category of work.

The other thing worth flagging, since it rarely comes up until someone is standing in the room with a tape measure, is ventilation and odor control, because a washing and utility area that only has a door and no window, which describes a fair number of the newer towers past Eco Park where the utility space got tucked into an internal corner during planning, will trap moisture and start smelling faintly of standing water within a few months regardless of how good your waterproofing is. For those flats we usually recommend a small exhaust fan tied into the bathroom's shared duct if the building has one, or at minimum a louvered door panel that lets air move instead of sealing the space shut, and this adds somewhere around 3,000 to 6,000 rupees to the job but it is the difference between a utility area that stays dry and one that needs the tiles redone in three years because moisture worked its way behind them. At the end of the day, the fit-out cost you see on a quote is only ever half the story, and the plumbing sequencing and ventilation decisions made before the first tile goes down are what actually determine whether this room holds up the way it should, right through the next monsoon and the one after that.
