When a client comes to us with a shortlisted plot in New Town, one of the first questions we ask, well before we discuss elevation or room layout, is whether the pocket has a live HIDCO piped water connection and a functioning sewerage line, because the answer to that single question changes the engineering scope, the budget, and sometimes the entire feasibility of the project. New Town has been developed in phases since HIDCO began work on it, and that phased rollout means the underground infrastructure, water mains, sewer trunk lines, and the pumping stations that serve them, is genuinely uneven across the township even though the marketing language for every sector tends to sound identical. We have executed projects across Action Area I, Action Area II, and Action Area III, plus the newer pockets pushing toward Rajarhat, and the difference in what is actually running underground between a plot in an established block and a plot in a still-developing one is not a minor technicality, it is often the difference between a straightforward connection and a project that needs its own borewell and a captive treatment system built into the architecture from day one.

Why Infrastructure Maturity Varies So Much Within One Township

New Town was never built as a single contiguous rollout, it grew outward from Action Area I in stages, with trunk infrastructure, the large-diameter water mains and sewer lines that everything else connects into, laid down pocket by pocket as HIDCO's development phases progressed. The older, more established blocks that were among the first to be developed have had fifteen to twenty years for their water and sewerage networks to mature, get connected to individual plots, and go through the inevitable rounds of repair and upgrade that any urban utility network needs. Newer sectors, particularly those on the outer edges of Action Area III and pockets closer to the Rajarhat interface, are still catching up, and in some of these areas the trunk line exists on HIDCO's master plan and may even be physically laid along the main road, but the last-mile connection into individual plots has not caught up with the pace of private construction happening on those plots.

This creates a specific and recurring situation we run into as architects: a client buys a plot because the area looks developed, roads are laid, streetlights are up, neighbouring plots have buildings on them, and only when our team goes to file the water and sewerage connection application do we discover that the nearest live water main is several hundred metres away, or that the sewer line serving that block has not been commissioned yet even though the pipe is physically in the ground.

What Fully Serviced Actually Means in Practice

When we say a pocket is fully serviced, we mean three specific things are simultaneously true, not just one. First, there is a live, pressurized HIDCO piped water connection available at the plot boundary that can be tapped without needing an extension application that could take months. Second, there is an operational sewerage connection tying into a functioning trunk line and pumping station, not just a stub pipe waiting for the network to be completed. Third, and this is the piece buyers most often miss, the connection has adequate pressure and capacity for a residential or commercial building of the size being proposed, because we have seen cases where a connection technically exists but was sized for lower-density development than what is now being built on adjacent plots, leading to pressure drops during peak usage hours.

Action Area I, being the oldest and most built-out zone, is where we see this trifecta most consistently met, block after block, which is one reason our sanction and construction timelines for clients in that zone tend to run more predictably than in newer sectors. Established stretches of Action Area II show a similar pattern for the older, earlier-developed blocks, though pockets on its newer fringes are more mixed, and clients should verify status block by block rather than assume Action Area II as a whole behaves uniformly. Action Area III, being the newest and still actively expanding, has the widest spread, some blocks along its main arterial roads are well serviced, while pockets further from the main roads and closer to the Rajarhat boundary still show gaps in one or both networks.

The Interim Reality: Borewells and Septic Systems

In pockets where piped water has not caught up, the practical fallback almost every builder uses, us included when a client's plot demands it, is a borewell supplemented by an overhead or underground storage tank sized to the household's daily demand, which for a typical New Town family home we generally size around 1,000 to 2,000 litres of storage per day of buffer depending on household size and whether the building includes rental units. Groundwater quality across New Town is generally workable for non-potable use, though we routinely recommend a water treatment unit, sometimes as simple as a sediment and carbon filter, sometimes a full RO system, if the borewell water is going to be used for drinking and cooking, because mineral content and occasional turbidity vary block to block and are worth testing before you commit to an architecture that assumes borewell water is drinking-ready.

On the sewerage side, where the municipal line has not been commissioned, a properly sized septic tank and soak pit system is the standard interim solution, and we design these to code even when we expect the plot to eventually connect to HIDCO's sewer network, because retrofitting a connection later is far cheaper when the original design already accounts for where that future tie-in point will sit. What we actively discourage, and have pushed back on with more than one client eager to cut costs, is an undersized septic system that assumes municipal connection is imminent, because HIDCO's rollout timelines for lagging pockets have, in our experience over the past decade, run longer than initial announcements suggested, and a family should not be planning their sanitation around an optimistic completion date they do not control.

How This Should Shape Your Plot Decision, Not Just Your Design

We tell every client evaluating a New Town plot to do three things before signing anything, not after. Visit the plot and physically ask neighbours who have already built whether their water and sewerage connections are live HIDCO service or self-managed borewell and septic, because lived experience from an adjacent plot is more reliable than a broker's assurance. Request written confirmation from HIDCO's engineering office on the connection status for that specific block, since verbal assurances at the sales stage frequently do not match ground reality. And factor the cost difference into your budget upfront, because a plot needing a borewell, storage tank, and septic system can add a meaningful amount to your site development budget compared to a plot with live piped connections, money that is easy to underestimate if infrastructure status was never actually verified.

This due diligence connects directly to two other planning questions we push clients on.
