When to Fully Rewire an Old Flat vs Patch the Existing Electrical System

Somewhere in the first week of nearly every renovation we take on for a flat built before the mid-2000s, one of our site engineers ends up standing in front of an open switchboard with a torch, tracing a wire back into the wall to figure out what gauge it is and what it is made of, and this single inspection ends up shaping the entire renovation budget more than almost any other early decision, because the two paths it leads to, a full rip-and-replace rewire versus a selective circuit upgrade, can differ by lakhs of rupees and weeks of timeline for what looks, from the client's side, like the same switchboard and the same walls. We think this decision deserves a proper framework rather than a blanket rule, because we have seen homeowners talked into unnecessary full rewires by contractors padding the scope, and we have also seen homeowners try to save money by patching a system that genuinely needed to come out entirely, and both mistakes cost more in the end than getting the initial diagnosis right.
Why the Age of the Flat Alone Does Not Tell You the Answer
The instinct is to use the building's age as a shortcut, treating anything over 20 years old as an automatic full rewire candidate, but we have found this to be an unreliable proxy on its own because Kolkata's building stock varies enormously in what was actually installed at construction, even within the same decade and the same neighbourhood. A flat built in 1998 in an older Salt Lake block might have been wired with aluminum conductors throughout, which was common cost-cutting practice in mid-range residential construction through the 1980s and into the early 1990s in many parts of India, while a flat built the very same year in a slightly higher-spec development might have used copper wiring from the start, simply undersized for what modern households now demand of it. The material matters enormously here because aluminum wiring has a lower current-carrying capacity than copper of the same gauge, it oxidizes at connection points in a way that increases resistance and heat over time, and it expands and contracts more than copper does under thermal cycling, which loosens screw terminals at switchboards and junction boxes over years of use, something we have found firsthand while tracing warm-to-the-touch switch plates back to a loose aluminum terminal behind them.
So the actual diagnostic question is not simply "how old is this flat" but "what is the conductor material, what gauge was used, and what condition are the joints and insulation in now," and answering that honestly requires opening at least a few points, not just eyeballing the switchboard from outside. In our own inspection process we typically open the main distribution board, trace two or three branch circuits back a short distance into the wall or false ceiling void where accessible, and check insulation condition on any exposed runs, usually in the kitchen or bathroom where conduit sometimes surfaces near a geyser or exhaust point. The Case for a Full Rip-and-Replace
We recommend a complete rewire, meaning every branch circuit torn out and replaced with new copper wiring in fresh conduit, new MCBs, and a new distribution board, when we find aluminum conductors anywhere in the primary circuits, when insulation on existing copper wiring has visibly degraded or crumbles when flexed, which we see often in wiring that has been in continuous service for 25 years or more in Kolkata's humid climate, or when the existing wire gauge is undersized even for the flat's current load, let alone whatever new load a renovation is about to add. A full rewire on a typical 900 to 1,100 square foot 2BHK or 3BHK flat in our experience runs somewhere in the range of ₹90,000 to ₹1,60,000 depending on the number of rooms, the number of new points being added, whether we are running conduit in fresh chases cut into existing walls or working with an already-open structure during a larger renovation, and the quality tier of wire, MCB, and switch fittings specified. That is a significant number, and we do not recommend it lightly, but when the underlying conductor is aluminum or the insulation is failing, patching around that problem with new switchboards and modern MCBs on top of compromised wiring is, in our view, a genuinely unsafe half-measure that defers a fire risk rather than resolving it.
The timeline cost matters too and should factor into the decision alongside the money, because a full rewire in an occupied flat typically adds 10 to 15 days to a renovation timeline beyond what selective work would need, since walls have to be chased open, wire pulled through, and then made good with plaster and paint before finishes go back on, whereas the flat is genuinely not liveable during the chasing phase in a way that selective circuit work usually is not as disruptive about.
The Case for Selective Circuit Upgrades
Where we find copper wiring throughout, in reasonable gauge for the existing load, with intact insulation and switchboards that are simply outdated in style rather than compromised in function, we usually recommend a selective upgrade instead of tearing everything out. This typically means adding dedicated new circuits for specific high-draw appliances the renovation is introducing, replacing the distribution board and MCBs with a modern setup that includes proper earthing and residual current protection even if the branch wiring underneath stays as is, and running fresh wiring only to the specific new points the renovation calls for, like additional kitchen sockets for a modular kitchen fit-out or a dedicated line for a new geyser, while leaving the existing, sound circuits serving lighting and general power points untouched. This kind of selective scope on a similar 900 to 1,100 square foot flat typically runs ₹35,000 to ₹65,000, roughly a third to half of a full rewire, and adds only 4 to 6 days to the renovation timeline since the disruption is confined to specific walls and rooms rather than the entire flat.

A Practical Middle Ground We Use Often
In a meaningful share of our projects, the honest answer is neither a full rewire nor a purely selective patch but something in between, where we rewire the kitchen and bathroom circuits completely, since these are the areas with the highest new appliance load and the greatest safety consequence if something goes wrong near water, while leaving bedroom and living area lighting circuits on their existing copper wiring if inspection shows that wiring to be sound. This tiered approach on a typical flat usually lands in the ₹55,000 to ₹90,000 range and lets us direct the renovation budget toward the areas of genuine risk and genuine new load rather than spreading it evenly across a flat where not every room needs the same intervention.
