How NKDA Approaches Green Norms

NKDA, the New Town Kolkata Development Authority, is the statutory body set up under the NKDA Act 2007 to govern building sanction, civic services, property assessment and trade licences within the New Town township. HIDCO developed and allotted most of the land here, and NKDA now handles ongoing building regulation. The building plan sanction process runs through the NKDA e-services portal and requires that certain provisions related to rainwater management, solar readiness and waste handling are addressed at the drawing stage itself.

It is important to say upfront that NKDA's specific thresholds and mandatory requirements, such as the minimum plot area that triggers compulsory rainwater harvesting, the exact setback distances, and any green building rating tie-ins, can and do get revised. They also vary by plot category, road width and Action Area. So while we will explain clearly how each provision works and what drives it, we always tell clients to confirm the current mandatory requirements for their specific plot with NKDA before finalising working drawings.

Rainwater Harvesting: The Rule Most Clients Underestimate

Kolkata sits in a high-rainfall zone, and New Town's masterplan recognized early that unmanaged stormwater runoff from hard surfaces is a real infrastructure problem. For plots above a certain size, NKDA expects rainwater harvesting provisions to be shown in the submitted building plan. The threshold and the required system type depend on your plot area and the nature of the building, so this is one detail to verify before design is frozen.

What we typically design for our New Town clients falls into two approaches:

  • Recharge pits or percolation wells in the setback or garden area, which direct roof runoff into the ground and recharge the local water table rather than pushing water into the stormwater drain system

The requirements here are also plot-category dependent, so again, confirm the specific obligation for your plot. What we can say from practice is that designing for solar from the start is far easier and cheaper than retrofitting it later:

  • The roof structure needs to be designed to carry the additional load of the collector panels and their water-filled tubes, which is a meaningful point load
  • The orientation of the roof, ideally facing south or south-west, affects how much energy you actually harvest
  • A dedicated plumbing loop between the rooftop collector and the hot-water storage cylinder needs to be coordinated at the MEP drawing stage

Passive Cooling: The Most Cost-Effective Green Strategy in Kolkata

Kolkata's climate is hot and humid for eight months of the year, with temperatures regularly touching 38 to 40 degrees in April and May and high humidity running through the monsoon. Before any mechanical system, the building's own form and materials determine how comfortable it is inside, and how hard the air conditioning has to work. This is where we find the biggest gap between what clients expect to discuss and what actually moves the needle.

The most impactful passive strategies for a New Town residential project are:

  • Orientation and window placement: The worst heat load comes from the west-facing wall in the afternoon. Minimising glass area on the western elevation and using deeper chajjas or external louvres on east and west openings reduces solar gain significantly
  • Roof insulation: The roof is the single largest surface exposed to direct sun and accounts for a disproportionate share of indoor heat gain in a typical two or three storey home. An insulated roof, whether through a screed and insulation board system or a cool roof coating, brings down ceiling temperatures noticeably

Material selection sits at the intersection of sustainability, budget and aesthetics, and it is one of the areas where we spend the most time with clients in the design development phase. A few principles guide our recommendations for New Town projects:

Locally sourced materials reduce embodied carbon and often cost less. Brick, stone, timber from sources within West Bengal and the North-East carry lower transport footprints than imported cladding or finishes shipped from outside the region. Low-VOC paints and finishes matter more than most clients realise. Indoor air quality in a Kolkata home is affected for months after construction by off-gassing from paints, adhesives and laminates. We specify low-VOC products as a standard choice on our projects, and the cost difference from conventional products has narrowed significantly in the last few years.

The NKDA Sanction Process and Where Green Provisions Are Checked

Building plan sanction in New Town runs through the NKDA e-services portal, and the drawings submitted need to show that the proposed building meets the applicable building bye-laws and any mandatory green provisions. From our experience of taking projects through this process:

  • The site plan needs to clearly show setbacks, open land percentage, rainwater harvesting structures and their dimensions
  • The floor plans and sections need to show compliance with FAR, ground coverage and height norms applicable to your plot
  • MEP drawings or notes need to address solar provisions where mandated

The scrutiny period varies, and we typically see it run from a few weeks to a few months depending on the complexity of the project and any queries raised by NKDA's technical team. Our job as the appointed architect is to prepare drawings that answer likely queries before they are raised, which is the biggest single factor in reducing sanction delays.

One point that surprises clients: the occupancy certificate at the end of construction is a separate process from plan sanction, and it involves NKDA confirming that what was built actually matches what was sanctioned. If rainwater harvesting or solar provisions were shown in the sanctioned drawings, they need to be present in the completed building.

Clients sometimes frame sustainability as an add-on cost, but our experience across 100-plus projects suggests this framing is wrong in most cases. The biggest sustainability investment with the longest payback is rooftop PV, but it is also the one that most directly reduces dependence on the grid, which matters more in areas with load shedding. Is rainwater harvesting compulsory for all residential plots in New Town?

NKDA expects rainwater harvesting provisions for plots above a certain area threshold, but the exact requirement depends on your plot size, its category and which Action Area it falls in. Rather than relying on a general figure, ask your architect to check the current NKDA building regulations applicable to your specific plot before the design stage begins. We do this as a standard part of our pre-design diligence for every New Town project.

Do we need a green building rating like GRIHA or LEED to get plan sanction from NKDA?

A formal green building rating from GRIHA, LEED or IGBC is not a compulsory requirement for residential plan sanction through NKDA in most cases. These ratings are certification schemes that demonstrate a building meets certain performance benchmarks, and while the West Bengal government has encouraged their adoption, they are typically pursued voluntarily or as part of specific institutional or large commercial projects. For residential clients we tend to focus on delivering the actual sustainable outcomes, good orientation, insulation, rainwater management and solar provisions, which may or may not be formally certified but are built into the design regardless.

How much does solar water heating typically cost for a New Town home, and is the payback realistic?

A solar water heating system for a three to four bedroom New Town home, sized appropriately for daily hot water demand, typically costs somewhere in the range of ₹80,000 to ₹1.8 lakh installed, including the collector, storage cylinder, pump and plumbing connections. These are indicative 2026 market estimates and vary by brand, system type and site conditions. At current WBSEDCL tariff rates, most families find the payback period falls in the three to five year range, after which the hot water is essentially free. Can passive design features like cross-ventilation and insulated roofs actually reduce AC bills in a Kolkata summer?

Yes, and by more than most clients expect. A well-oriented home with an insulated roof, minimal west-facing glass and a layout that allows cross-ventilation will be noticeably cooler than a conventional build of the same size, which means the AC runs for fewer hours and at lower loads. The difference is harder to quantify precisely because it depends on the specific design and occupant behaviour, but as a general direction of travel, every passive design measure reduces your cooling load and therefore your electricity bill for as long as you live in the house. We treat passive cooling as the first line of design, and mechanical cooling as the backup, not the other way around.
