Sanction Documents Checklist for a Bidhannagar Plot Owner

If you own a plot in Salt Lake or anywhere else under the Bidhannagar Municipal Corporation and you are about to start building, the single thing that will decide whether your project begins in three weeks or in three months is not your design, it is your paperwork. We say that as a studio that has been filing building plans out of New Town since 2014, and in that time we have taken 330+ buildings from a bare plot to a finished handover, so we have watched the same six or seven document gaps stall the same kinds of owners over and over again.

The pattern is almost always identical. The owner has a good plot, a clear budget, a rough idea of a three storey house with a car park below, and they assume the architect will simply draw something and the corporation will stamp it. Then the application goes in and comes back with a query on the title deed, or on the mutation record, or on a conversion certificate nobody mentioned at purchase, and now the whole thing waits while a decades old chain of ownership gets reconstructed from a tin trunk in someone's ancestral house. None of that is dramatic, it is just slow, and slow is expensive when steel and cement prices move every quarter.

So this piece is the checklist we actually work off when a Bidhannagar plot owner walks in, written in the order the documents are needed rather than the order a form lists them, because the sequence is what saves you the time.

Start With Ownership, Because Nothing Else Moves Until It Is Clean

Every sanction application in this region is ultimately an ownership question wearing a drawing as a disguise. The corporation is not merely approving a shape, it is confirming that the person proposing that shape has the legal standing to propose it on that specific piece of land, and so the ownership pack is the foundation of everything and it is where most delay is created.

You will need the registered deed of the property, and if the plot has changed hands more than once, the chain of prior deeds that leads to yours, because a break anywhere in that chain is a query waiting to happen. You will need the mutation record in your name at the corporation, since a deed in your name with mutation still sitting in the seller's name is one of the most common reasons an otherwise clean file gets held. You will need current tax receipts showing no outstanding dues, along with the parcha and the plot particulars that tie your paper to the actual survey record on the ground.

The catch here is that owners tend to treat mutation as an afterthought to be handled later, and later never arrives conveniently, so we tell every client the same thing at the first meeting, which is that mutation and tax clearance should be started the same week you start talking to an architect and not the week you want to file. It costs nothing to start early and it costs weeks to start late.

The Site Documents That Prove Your Plot Is Actually Your Plot

Ownership paper tells the corporation who you are. Site documents tell it where you are, and the two have to agree with each other down to the last square foot, which sounds obvious and is routinely where files come unstuck.

The core item is a proper survey plan of the plot, prepared by a licensed surveyor, showing the plot boundaries, the measured dimensions on all sides, the abutting road and its width, and the position of adjoining plots. That plan is compared against the dimensions written in your deed, and if the deed says one figure and the ground says another, which happens far more often than people expect on older Salt Lake blocks where boundary walls have crept over generations, you are going to have to reconcile that before anything gets sanctioned. Road width in particular is not a small detail, since permissible height and floor area ratio both take their cue from the width of the road your plot faces, so a road that is narrower than assumed can quietly delete an entire floor from your brief.

Alongside the survey you will want site photographs showing the existing condition, the boundary line and the access, and where there is an existing structure to be demolished, the documentation covering that too. We also insist on a soil investigation report before design is frozen rather than after, because foundation type on a reclaimed low lying belt is a real cost variable and finding out late is the difference between a comfortable budget and an uncomfortable conversation.

The Drawing Set, And Who Is Allowed To Sign It

This is the part owners think of as the architect's job, and it largely is, but knowing what is in the set helps you judge whether the person you are hiring is actually competent at this or is going to learn on your file.

A sanction submission is not one drawing, it is a coordinated set. Site plan with the plot boundary and setbacks marked, floor plans for every level including the parking level, sections cut through the critical parts of the building, elevations, a schedule of areas showing coverage and floor area with the arithmetic visible, a drainage and sanitary layout, and structural drawings with the calculations behind them. On anything beyond the smallest structure, a structural engineer signs the structural portion and the architect signs the architectural portion, and both signatures carry professional responsibility, which is precisely why the drawings and the site conditions have to match reality rather than optimism.

What makes a set clear the desk quickly is boring consistency. The area statement should reconcile with the plans, the plans should reconcile with the survey, the setback dimensions on the site plan should match what the sections show, and every number that appears twice should be the same number both times. Basically, an assessor who finds one arithmetic mismatch starts checking everything, and an assessor who finds none moves on. Our own studio position is that a design which needs a generous reading of a rule to work is not a clever design, it is a deferred problem, and we would rather resolve it on the drawing board than discover it during scrutiny.

The Sequence That Actually Saves You Months

Here is the ordering we use, and the reason it matters is that several of these steps have external waiting time you cannot compress, so the trick is to start the slow ones early and run them in parallel with the fast ones rather than in series.

Mutation, conversion where applicable and tax clearance are the slow items, so they go first and they run in the background. Survey and soil are quick to commission and slow to schedule, so they get booked in the same week. Concept design happens while those results come in, but the design is not frozen until the survey and soil are on the table, because freezing a design against assumed dimensions is how you end up redrawing everything. Only then does the full sanction set get produced, and only then does the file go in.

Owners often ask whether they can shave time by starting construction while the file is under scrutiny, and the honest answer is that it is a bad trade, since anything built against an unsanctioned drawing becomes a deviation you have to unwind later at the completion stage, and unwinding concrete is not a paper exercise.
