Planning EV Charging Into a New Town Home or Apartment Block

Almost every week now, somewhere between the first layout discussion and the electrical drawings, a client in New Town asks us some version of the same question, which is whether we can leave a point in the parking area for a car charger, and the honest answer is that leaving a point is the easy part, while planning the load, the cable route, the metering and the future second car is the part that actually decides whether the thing works in year five. Electric cars stopped being a curiosity in this part of Kolkata a while ago, and if you walk through the parking podium of a newer block off Major Arterial Road you will see extension cords running from a common light circuit to a hatchback, which is exactly the improvised setup we spend our time trying to design out of a building before it gets occupied.

The reason this matters more here than in a lot of other Indian cities is that New Town was laid out with wide plots, generous stilt parking and reasonably modern service infrastructure, so the physical space for charging usually exists, and the failure is almost always electrical and administrative rather than spatial. We have delivered 330 plus buildings since 2014 across New Town, Salt Lake, Rajarhat and greater Kolkata, and the pattern we see repeat is that a homeowner spends lakhs on a good residential architecture package and then treats the charger as a plumber-style afterthought once the car arrives, which means chasing a wall that was finished eight months earlier.

So this piece is about the decisions you actually have to make at design stage, in the order you have to make them, whether you are building a single family house on a 3 to 5 katha plot or you are on the committee of a G plus 4 block trying to work out how twelve owners share one meter. We are architects and not your electrical contractor or your lawyer, so treat everything here as design-side planning, and confirm the load sanction specifics and any current municipal or state incentive rules with your licensed electrical contractor and the distribution utility for your own address.

Charging is a load problem before it is a parking problem

The first thing to understand is that a car charger is not like adding a geyser or a second air conditioner, because the duty cycle is completely different, and that difference is what breaks retrofits. An air conditioner runs in bursts and cycles off, whereas a charger draws a steady load for six, eight, sometimes ten hours continuously through the night, so the cable, the breaker and the connection all have to be sized for sustained draw rather than peak draw. As an illustrative example only, a basic slow AC charger of the kind most Indian hatchbacks and sedans ship with sits somewhere in the low single-digit kilowatt range, while a proper wall-mounted AC unit for a larger EV sits meaningfully higher, and a fast DC charger is in a different category altogether that most residential connections in Kolkata are simply not built to carry. Your own numbers depend entirely on the car, the charger model and your sanctioned load, so get them confirmed rather than assuming.

What this means practically is that the conversation has to start with your existing sanctioned load, not with where the socket goes. If your house is sanctioned for a domestic load that already runs three or four ACs, a pump, a lift in some cases, and a full kitchen, then adding a continuous charging load on top of that may push you into an enhancement application with the utility, and that application has its own timeline which is entirely outside your builder's control. We have had projects where the civil work finished comfortably and the family moved in without a working charger for weeks, purely because nobody started the load enhancement paperwork until after handover, so the sequencing lesson here is blunt, which is that you begin the utility conversation around the same time you begin your NKDA building plan sanction process, not at the end.

Do not run a charger off a general lighting circuit The single most common thing we find on site visits is an EV plugged into a 16A socket on a shared circuit with garage lights and a pump. It works right up until it does not, and the failure mode is heat at the socket, not a tripped breaker. A charger needs its own dedicated circuit, its own breaker and its own earth run, full stop.

Where the charger physically goes, and why the cable route decides it

Once the load question is settled, the position question is much simpler than people expect, because the governing constraint is cable length rather than aesthetics. Every metre of heavy-gauge cable between your distribution board and the charge point costs money and adds voltage drop, so the ideal position is the one that is closest to the DB while still letting the charging cable reach the car's port comfortably without stretching across a walkway. That last bit matters more than it sounds, because charge ports sit in different places on different cars, some on the front left, some on the rear right, and if you plan the point assuming one car and then buy a different one, you end up with a cable draped across the space where people walk.

In a single family house on a New Town plot, the answer is usually a wall-mounted unit on the boundary-side wall of the covered parking, positioned so the car noses in and the port lands within a metre or so of the unit, with the cable hanging on a hook rather than coiled on the floor where it will sit in monsoon water. In stilt parking under an apartment block, it is generally cleaner to run a single dedicated conduit spine along the underside of the slab with drop points at each bay, because that lets you energise bays one at a time as owners actually buy cars, instead of tearing the ceiling open four separate times over six years. That conduit spine is cheap to install during construction and genuinely expensive to add later, which is the whole argument for doing this at design stage.

Individual houses versus apartment blocks, the two problems are not the same

For an independent house the problem is technical and it ends with your own meter, whereas for an apartment block the problem is technical plus social plus financial, and the social part is what actually stalls it. The question of who pays for the electricity a neighbour's car consumes has killed more society charging proposals in Kolkata than any wiring issue ever has, and the design answer is to remove the argument entirely by not putting charging on the common meter.

On a G plus 4 apartment building in New Town we detailed the stilt parking with a dedicated charging distribution board fed separately from the common services board, and each bay drop was provisioned with space for an individual energy meter, so an owner who installs a charger pays for exactly what they draw and nobody has to audit anybody. That is a small amount of extra panel space and a slightly larger cable at construction stage, and it converts a recurring committee argument into a non-issue, which is the kind of trade we push for constantly. The New Town and Kolkata specifics that catch people out

New Town, Kolkata is a planned township, and that changes the texture of this work in ways that matter. Plot-level services are generally well provisioned, boundary walls and stilt parking are common typologies here, and the sanction process is structured rather than ad hoc, so the paperwork path for a load enhancement or an additional connection is usually navigable if you start it early. The second local factor is water, because a Kolkata stilt or open parking area in monsoon season is a wet environment, and charging equipment does not enjoy that. Anything mounted in an open or semi-open parking area needs an appropriate ingress protection rating, needs to be mounted well above likely standing water level, and needs its conduit entries sealed from above so water does not track down the conduit into the enclosure, which is a failure we have seen on retrofitted installations more than once.   • IP-rated enclosure mounted clear of monsoon standing water

  • Cable hook and routing that keeps the lead off the floor
  • Space left in the panel for a second charger later

Sequencing it into the build so it costs almost nothing

The cost difference between planning this at drawing stage and retrofitting it after handover is not marginal, it is usually several times over, and the reason is entirely about access. During construction, conduit goes in before plaster and the marginal cost is conduit, cable and a breaker, whereas after handover you are cutting chases into finished walls, redoing paint, possibly redoing a false ceiling, and working around a family who is living there. As an indicative range at the time of writing, provisioning during construction for a single residential charge point tends to sit in the low tens of thousands of rupees for the electrical infrastructure excluding the charger unit itself, while the same work retrofitted afterwards commonly lands well above that once making-good is included, and both figures move with cable run length, brand and current market rates, so take them as illustrative and get an actual quote for your own site.

The practical instruction we give clients is to raise it at the layout stage, before the electrical drawings are frozen, because at that point it costs a conversation. And if the building already exists and you are adding charging to a finished home, that is a renovation and remodelling scope with its own survey step, where the first job is opening up the existing panel and honestly assessing what the incoming supply and the existing wiring can carry before anybody promises anything.

Solar, future-proofing and the second car nobody plans for

A fair number of New Town clients are now asking about pairing charging with rooftop solar, and the design logic there is sound because a car parked at home during daylight hours on a weekend is a very good match for a photovoltaic system output curve, but the honest caveat is that most Indian households charge at night when the panels are producing nothing, so unless you are adding storage the overlap is smaller than the brochure suggests. What is worth doing regardless is running the solar conduit and the charging conduit in the same coordinated planning exercise so the roof, the panel room and the parking distribution all talk to each other, and if you are already pursuing sustainability provisions then the wider green and sustainability norms for New Town are the right frame to plan all of it inside rather than treating each item as a bolt-on.

The other thing we push hard on is the second car, because families in this bracket very reliably go from one EV to two within a few years, and a panel with no spare way is the thing that turns a simple upgrade into a rewiring job. Leave a spare way, leave conduit capacity, and size the incoming cable with a little headroom, and you will thank yourself. Similarly, if the parking area is getting a ceiling treatment or lighting, coordinate the charger conduit with the false ceiling and lighting design so the routes do not collide, because collisions get resolved on site by whoever arrives first, and that is rarely the outcome you drew.

Sanction drawings and services drawings are different documents Your approved plan establishes the building envelope and parking layout, while the electrical services layout establishes where power actually goes. Both need to agree on where cars park and where the distribution board sits, and any relevant [building code](https://en.wikipedia.org/wiki/Building_code) and utility requirements apply to the services side, so give your architect and your electrical contractor the same drawing set to work from.

What we would tell you if you called us tomorrow

If you are still at concept stage, mark the charging bay on the layout now and tell us how many cars you expect in five years, and we will place the distribution board accordingly and carry the conduit through the structural drawings so it never becomes a site decision. If you are mid-construction and the walls are up but not plastered, there is still a comfortable window to get conduit in, and that window closes the day plaster starts. If the building is finished and occupied, it is still very much doable, it just becomes a survey-first job where we assess the existing supply, find the least destructive cable route, and price the making-good honestly rather than pretending it is free.

And if you are on an apartment committee, the single most useful thing you can do before spending a rupee is agree the metering and cost-sharing principle in writing, because the electrical work is straightforward and the disagreement is not. Get your society's own legal or accounting advisor to look at any cost-sharing resolution before it is adopted, since that sits outside what we as architects can rule on, and bring us the layout question once the principle is settled.
