Architect vs Structural Engineer in Kolkata: Who Does What

If you own a plot in New Town or Salt Lake and you have started asking around about building on it, you have probably been told two different things by two different people, and both of them sounded confident. One person told you to go straight to a structural engineer because "the engineer signs the drawing anyway", and another told you to start with an architect because "the sanction won't move without one". Both of those statements contain a grain of truth and both of them, taken alone, will cost you money.

We run an architecture and interior design studio out of New Town, we have been at it since 2014, and across 330+ buildings in New Town, Salt Lake, Rajarhat and greater Kolkata we have watched plot owners get this exact split wrong at the very beginning of a project, and the cost of getting it wrong does not show up in month one, it shows up in month nine when a column is sitting in the middle of what was supposed to be your dining room, or when the sanction file comes back with queries that nobody on the team is really equipped to answer. So this piece is not a dictionary definition of the two roles, it is what the split actually looks like on a Kolkata site, who holds which decision, where the two disciplines must overlap, and how to sequence the hiring so you are not paying twice for the same drawing.

The short version, before we go deeper, is that an architect decides what the building is and a structural engineer decides how it stands up, and on a residential plot in New Town or Salt Lake you almost always need both, but you need them in a specific order, and the order is what most people get wrong.

What the architect actually owns on your project

The architect owns the brief, the plan, the envelope and the compliance, which sounds abstract until you sit in a first meeting and realise how many of your decisions are actually the architect's to translate. On a 3 katha plot in Action Area II, for instance, the questions that decide whether you get a good house or a merely legal one are things like how much of the plot you are permitted to cover at ground, how the setback on each side eats into your usable width, whether the staircase goes in the north-west corner or against the party wall, how many cars have to be parked within the plot, and how the built-up area you are entitled to gets distributed across floors so that the top floor is not a leftover.

All of that is envelope and planning work, it is governed by the local rules rather than by anyone's preference, and it is the architect who converts the rulebook into a shape. We spend a genuinely large part of the early weeks on FAR and ground coverage rules in New Town before we draw a single room, because floor area ratio is the single number that decides how much house you actually own the right to build, and a plan drawn without pinning that down first is a plan that will be redrawn.

The architect also owns the sanction drawing set and the coordination of the submission, which in this city means knowing which authority your plot falls under and what that authority expects to see. Our principal architect, Sumana Kumar, takes residential and commercial files through NKDA, KMC and Bidhannagar Municipal Corporation processes as a matter of routine, and the working familiarity that comes from doing that repeatedly is not a credential you can put on a wall, it is simply knowing what a query looks like before it arrives. Ask this in the first meeting Ask whoever you are hiring which authority your plot falls under and what the last three files they submitted to that authority were queried on. The answer tells you more about their experience than any brochure.

What the structural engineer actually owns

The structural engineer owns everything that carries load, which on a typical New Town residence means the foundation type, the column grid, the beam depths, the slab thickness, the reinforced concrete detailing, the reinforcement schedules and the seismic and wind considerations for the structure. That is a specialist discipline with its own calculations and its own liability, and no architect should be pretending to do it, just as no structural engineer should be redesigning your kitchen.

Where it gets interesting on Kolkata sites is soil. Large parts of Rajarhat and New Town sit on filled and soft ground, water table behaviour varies plot to plot, and the foundation decision, whether you are on isolated footings, a raft, or piles, is a genuine cost swing that can run into lakhs on a G+3. That decision belongs to the structural engineer, informed by a soil test, and any quotation you receive for a house before a soil investigation has been done is an estimate with an asterisk on it, so treat it that way.

The overlap, which is where projects actually break

Neither of those lists is the interesting part, the overlap is, because the two disciplines meet at the column grid and that is the joint where most residential projects in this city quietly go wrong. Here is what we mean concretely. The engineer, working alone and optimising honestly for structural economy, will want columns at regular spacing, because a tidy grid uses less steel and less concrete. The architect, working alone, will want a clear span across the living and dining so the ground floor reads as one volume, and will want no column landing in the middle of a bedroom or blocking a car's swept path in the parking bay.

Both positions are reasonable, and the resolution is a negotiation that has to happen on paper in week three, not on site in month nine. The catch here is that when a plot owner hires a structural engineer first and asks him to "just make a plan", what you get is a grid-first building where the rooms are the leftovers between columns, and when a plot owner hires an architect who does not coordinate structure early, you get a beautiful plan that the engineer later loads with 600mm beams that drop your clear ceiling height in exactly the rooms where you wanted height.

On our own projects the structural consultant sits in the design conversation from the concept stage, we mark the column positions on the architectural plan before the layout is frozen, and we agree beam depths against the ceiling heights we are promising you, so that later when we are doing the false ceiling and lighting there is actual room to work with. Do you need both, and who do you hire first

For anything beyond a boundary wall or a small single-storey structure, you need both, and you hire the architect first. Not out of professional loyalty, but because of sequence. The architect's work defines the building's footprint, its number of floors and its geometry, and the structural engineer's work is a response to that geometry, so hiring in the reverse order means the engineer is designing structure for a building that does not exist yet, and that work gets redone the moment the plan changes.

In most practices in Kolkata, ours included, the structural engineer is engaged by the architect as a consultant on the project rather than hired separately by you, which is worth understanding when you are comparing fee quotes, because a fee that includes structural consultancy and a fee that does not are not comparable numbers even when they look close. Basically, the licensing question and the design question are separate, and conflating them is how people end up with a compliant file and a house they do not enjoy living in.

What this looks like on a renovation, which is a different problem

Everything above assumes a new build on a vacant plot, and renovation flips the emphasis. On an existing Salt Lake house from the 1980s or an older New Town structure, the structural engineer's role moves earlier and gets heavier, because before anyone draws a new layout somebody has to establish what the existing frame can take, whether that wall you want to remove is carrying load, whether the slab can accept an additional floor, and whether the existing foundation was ever sized for the extension you have in mind.

We treat that as a survey-first process on every renovation and remodelling job, and the honest answer sometimes is that the extension you want is not viable on the existing structure, which is a much cheaper thing to learn in week two than in month four. Where an existing frame does allow the change, the architectural opportunity is usually about light and air rather than area, opening up a dark central stair core, pulling in daylighting from a side that was previously blank, and reworking the section so the house breathes, and those moves are architect decisions that the engineer then validates.

  • Agree clear finished ceiling heights in writing, after beam depths are known
  • Confirm which authority your plot falls under and who is coordinating the file
  • For renovations, insist on a structural survey before any layout is drawn

How to read the two quotes you are holding

If you are sitting with one quote from an architect and one from a structural engineer and trying to work out which is better value, you are comparing two different things, and the way to make the comparison useful is to ask each of them what happens at the boundary. Ask the engineer who is doing the layout and the sanction drawings. Ask the architect who is doing the structural design and whether it is inside the fee. Ask both what happens if the authority raises a query, who responds, and whether that is billed extra.

The answers will sort the shortlist for you faster than any amount of portfolio browsing, and at the end of the day the project you want is one where a single party is accountable for the building working as a whole, from the residential architecture and planning right through the structural coordination to the point where you can stand in a 3D visualisation and see the room before it is built, columns and beams included, because that is the moment most of our clients catch the thing they would have regretted.
