NKDA Building Plan Sanction for a Vertical Extension to an Existing House in New Town
How a vertical extension sanction actually moves through NKDA, the drawings and documents it needs, and where these files usually stall.

Adding a floor to a house you already live in is a very different animal from building fresh on a vacant plot, and most owners in New Town only discover that once they are already halfway into the process. On an empty plot you are proposing something hypothetical, so the sanctioning authority is reading a clean set of drawings against the rules and nothing else. On a vertical extension you are proposing to load new construction onto a structure that already exists, that was sanctioned under whatever rules applied at the time it was built, that may or may not have been built exactly as sanctioned, and that has been sitting through fifteen or twenty Kolkata summers and monsoons since, so the authority is reading your proposal against the building as it stands today, and that is where the whole exercise gets interesting.

One caveat before anything else, and we mean this seriously. Every number in this guide is illustrative only. The specific ratios, the setback dimensions, the fee heads and the review timelines all vary by plot category, by abutting road width, by land use zone and by the particular scheme your plot sits under, and they get revised. Confirm the current applicable figures for your exact plot with NKDA before you commit to a design brief or a budget.
What a vertical extension sanction actually is in NKDA terms
When you apply to add a floor, you are not filing a small amendment, you are filing a fresh building plan for the whole building in its proposed final state, and that catches a lot of owners off guard. The drawings you submit have to show the existing ground and first floor exactly as they stand, the new floor on top, and the combined building read as one thing against every applicable norm, so the entire building has to comply, not just the part you are adding. If the original house was sanctioned under an older set of rules and something about it would not pass under today's reading, that older condition surfaces now, at the moment you ask for the new floor, and it has to be resolved before the new floor gets approved.
The arithmetic sits on two separate constraints and people routinely conflate them. Ground coverage is about footprint, meaning how much of your plot the building sits on at ground level, and a vertical extension does not usually change it because you are going upward rather than outward. Floor area ratio is about total built-up area across all floors relative to plot area, and that is exactly what a new floor consumes, so the real question on almost every vertical extension we look at is whether there is unused FAR left on the plot after accounting for what the existing floors already used. Separately from both of those, there is a permissible height and floor-count envelope tied to your plot and the road it abuts, and you can have leftover FAR on paper while still being capped on height, so both tests have to clear independently. Then there is the structural question, which is the one that actually decides whether the project is viable. Your existing columns, footings and slabs were designed to carry a specific number of floors plus a margin, and adding another storey means the foundation and the vertical members below have to carry loads they may never have been designed for. In reinforced concrete framed houses of the type common across New Town and Rajarhat, the answer is often yes with strengthening, sometimes yes as built if the original design carried provision for a future floor, and occasionally no at any sensible cost. That answer comes from a structural assessment of the real building, not from optimism, and the catch here is that it needs to come early, because the entire sanction file is built on top of a structural certification that has to be genuinely defensible.
The document set and the drawing set
Two bundles go in, and they fail for different reasons. The ownership and title bundle fails on mismatch, meaning the name, the plot number, the area or the boundaries do not agree across documents. The drawing bundle fails on internal inconsistency, meaning the plan, the section and the schedule of areas do not tell the same story. Both are avoidable with an afternoon of careful reconciliation before submission, and both cause weeks of delay when skipped.

- Original sanctioned plan of the existing house, plus the completion or occupancy record if one was issued
- Up-to-date site survey with plot dimensions and boundaries verified on ground
- Existing-condition drawings of the building as actually built, floor by floor
- Proposed drawings showing existing plus new floor as one combined building
- Structural assessment and design for the extended building, with the responsible engineer's certification
- Schedule of areas reconciling existing built-up area, proposed addition and total against permissible FAR
- Applicant undertakings and declarations in the prescribed formats
- Applicable fees paid against the correct heads
The one item on that list people underestimate is the existing-condition drawing set. You need drawings of what is physically standing today, measured on site, not a photocopy of the twenty-year-old sanctioned plan, because houses drift from their sanctioned drawings over the years through a covered balcony here, a shifted internal wall there, a stair enclosure that grew. If your submission is silent about those and the site inspection finds them, the file stalls, so the honest move is to measure the building as it really is, show it truthfully, and deal with any deviation explicitly in the proposal rather than hoping it goes unnoticed. The order matters more than the labels. Feasibility and structural assessment come first because they can kill or reshape the project, and there is no sense designing a floor plan for a floor the foundation will not carry. The measured survey comes before design rather than after, because designing on assumed dimensions and then discovering the real ones is how you end up redrawing everything. Filing happens only once the drawing set and the document set have been reconciled against each other, since a file that goes in incomplete does not move faster, it simply queues up to be sent back.
On duration, treat sanction as a stage measured in weeks rather than days, and treat the query round as normal rather than as a failure. Purely as an illustration of how the effort distributes on a typical extension file, and not as a promise about your project, the shape usually looks something like this.
What actually causes rejection or delay in exactly this scenario
Generic plan rejections are one thing and we cover those broadly in why building plans get rejected by NKDA, but vertical extensions have their own recurring failure modes, and after enough of these you start seeing the same four over and over.

There is a fifth that is less about paperwork and more about judgement, which is the setback and open space condition of the original house. Setbacks were fixed when the ground floor was built and a new upper floor is normally expected to sit within the same envelope, so if the existing structure already sits tight against its setback lines, anything you propose that projects beyond them, whether that is a wider balcony, a stair headroom box or a cantilevered sunshade, becomes a live issue. Owners often assume upper floors get more latitude because they are above the ground plane, and that assumption is where a lot of otherwise clean files run into trouble.
How our studio runs a vertical extension
We front-load the two things that decide the outcome, which are the structural reality and the FAR arithmetic, and we do both before anyone talks about layouts. On the first site visit we measure the building as built rather than trusting the old sanctioned drawing, we open up the structural question with a proper assessment of the foundation and the columns, and we compute consumed FAR against permissible FAR from measured areas. That gives the owner a straight answer in the first couple of weeks on whether a floor is possible, what strengthening it implies, and roughly what it costs, and if the answer is no or not at this budget, we would much rather say it then than after three months of design.
From there the design of the new floor is done inside the envelope the answer defines, and this is where an extension stops being a paperwork exercise and becomes architecture. A floor added on top has the best light and the best air movement in the house, so we design for natural ventilation and cross breeze deliberately rather than just replicating the floor plate below, we plan the roof and terrace treatment for Kolkata's rain rather than as an afterthought, and we resolve how the existing staircase extends up, because a badly handled stair is the single thing that makes an extended house feel like two houses stacked awkwardly instead of one. Then we run the file. We assemble the document set, reconcile it against the drawings so the numbers agree everywhere, file it, and stay with it through scrutiny and the query rounds, because queries are normal and the difference between a four-week resolution and a four-month one is simply whether somebody is actively tracking and answering them. At the end of the day a vertical extension is a good idea on a lot of New Town plots, since you already own the land, the services are in, and the floor you add is usually the nicest floor in the house, but it only goes smoothly when the structural and FAR questions are answered honestly at the start rather than discovered halfway through.
